As every physical CPU has a requirement of one license, so to access vSphere enterprise plus 7, there is a requirement of 4 licenses. However, there is no need for additional licenses required for the number of VM's or the amount of virtual memory required, termed as vRAM.
The vSphere client is a client-side tool operated on a windows computer, and it is a free version. You can download vSphere from the web and install it on your computers. This tool is also called VMware vSphere Client.
